Smiths Detection Nabs Potential $143M DNDO Award for RIIDs
The Domestic Nuclear Detection Office (DNDO) has awarded Smiths Detection a potential five-year $143 million contract to provide various Department of Homeland Security components with radioisotope identification devices (RIIDs). Smiths Detection will be supplying its handheld RadSeeker CS, which the company designed to meet DHS mission requirements for a next-generation device capable of detecting and identifying varied nuclear threats. DNDO is buying the devices as part of an overall joint acquisition strategy to recapitalize the current inventory of basic handheld RIIDs with next-generation basic handheld RIIDs. Terms of the contract include maintenance and training services.
DNDO Awards FLIR $24M for Human Portable Tripwire Systems
FLIR Systems [FLIR] has received a potential five-year $24 million indefinite-delivery, indefinite-quantity contract from the Domestic Nuclear Detection Office for Human Portable Tripwire (HPT) systems. The HPT systems are capable of detecting and identifying radiological and nuclear threats and are primarily for the Coast Guard, Customs and Border Protection and the Transportation Security Administration. The systems are designed to be worn by officers and agents to support personal protection.
HID Global Nabs Potential $88M USCIS Award for New Document Cards
HID Global, part of Sweden’s ASSA ABLOY Group, has received a potential five-year $88.4 million contract from U.S. Citizenship and Immigration Services (USCIS) for the Next Generation Secure Identification Document. Under the contract HID Global will provide the agency with an integrated card solution that is configurable for various immigration benefits including the Permanent Resident Card (PRC), which was provided by HID Global, and the Employment Authorization Document (EAD), which was provided by General Dynamics [GD] Information Technology business. The NexGen program combines the two prior and completed contracts, USCIS tells HSR. The PRC is better known as the Green Card. As for the new card, it will use a polycarbonate card stock with RFID and embedded holographic images. The cards will have a new look and include features and components to improve the overall security of the cards to prevent fraudulent use and potential counterfeiting, USCIS says. The award was mad by the USCIS Office of Intake and Document Production, Document Management Division.
CBP Awards Unisys $27M Extension for Land Border Integration Work
Customs and Border Protection (CBP) has awarded Unisys [UIS] a one-year $27.2 million contract extension for continued operation, maintenance and deployment of solutions for the Land Border Integration (LBI) information technology systems at current ports of entry and Border Patrol checkpoint sites. The extension will also allow for the ongoing operation of the contractor indoor test lane facility and outdoor test lane facility, which contains full-scale operating examples of all existing LBI system solutions, as well as hosting the LBI Dashboard. The LBI program for IT developed under the original Western Hemisphere Travel Initiative. The extension was done through the DHS EAGLE II contract. A competitive procurement is underway for a new LBI IT integration contract with an expected award in the fourth quarter of FY ’16. LBI systems automatically read and correlate license plate information with traveler document information, perform automated queries against law enforcement and immigration databases, provide automated targeting scores for individual travelers and vehicles and provide instruction to travelers to guide them through the process.
Smiths Detection Wins $19M CBP Order for Mobile X-Ray Vans
Customs and Border Protection has awarded Smiths Detection a potential five-year $19.2 million contract to supply mobile X-Ray inspection vans to the agency under the Non-Intrusive Inspection program. CBP says this will be the only award for these systems. Under the contract Smiths Detection will supply its ScanVan which is integrated with a HI-SCAN X-Ray system.
DHS S&T Awards $14M in Research on DDoS Attacks
Following up on a recent set of awards for research into cyber security for mobile devices, the Department of Homeland Security (DHS) Science and Technology (S&T) branch has awarded eight contracts worth $14 million for research on technologies to defend against Distributed Denial of Service (DDoS) Defenses attacks. The awards were made to: Colorado State Univ., $2.7 million; Univ. of Houston, $2.6 million; Univ. of Delaware, $1.9 million; Univ. of Southern Calif., Information Sciences Institute, $1.8 million; Galois Inc., $1.7 million; Univ. of California, $1.3 million; Univ. of Oregon, $1.3 million; and Waverly Labs of Waterford, Va., $629,992. DDoS attacks are used to render resources unavailable, such as websites and the ability to access sites. Under S&T’s DDoS program research and development will focus on three areas: measurement and analysis to promote current best practices; tools for communication and collaboration; and novel DDoS attack mitigation and defense techniques. “DDoS attacks are a serious threat as attackers are growing increasingly more sophisticated and more effective,” says S&T DDoS Program Manager Dan Massey. “The goal of the DDoS program is to shift the advantage from the attacker to the defender. If we can do that, we increase the ability to withstand future large-scale sophisticated attacks.”
German Airports Order 160 Itemiser ETDs from Morpho
Safran Group’s Morpho Detection business has received a contract from the German Federal Police to supply 160 Itemiser 4DX explosive trace detectors (ETDs) for use in screening passengers and baggage at airport checkpoints through Germany to ensure compliance with new European Union legislation for enhanced explosives screening. ELP GmbH, Morpho Detection’s local partner, will provide maintenance services. “The German Federal Police helps secure air travel at some of the busiest airports in Europe and we are thrilled they have recognized the operational and detection capabilities of Itemiser 4DX by selecting it to protect their travelers,” says Karen Bomba, president and CEO of Morpho Detection. More than 850 Itemiser 4DX ETDs have been shipped to airports throughout Europe.
CBP Awards Computer Cite $15M for Finance and Accounting Services
Computer Cite, a woman-owned small business, has received a $15.3 million contract from Customs and Border Protection (CBP) for finance and accounting services. Computer Cite will provide general clerks, accounting clerks, accountants, program managers and analysts, for CBP’s Office of Administration Financial Operations Directorate.
TSA Awards SAIC $9M for Continued Support of Federal Air Marshals
Science Applications International Corp. [SAIC] has received a six-month $8.7 million contract from the Transportation Security Administration (TSA) to continue support of the Mission Scheduling and Notification System in support of the Federal Air Marshals service. The award was made under the EAGLE 2 contract. SAIC will provide maintenance and support of servers, desktop and mobile, end user support at operational support centers, and help desk support. The contract extension gives TSA time to complete a competitive process for a new award.
TSA Taps Smiths Detection for $7M AT X-Ray Order
Smiths Detection has received a $6.5 million order from the Transportation Security Administration (TSA) to supply Advanced Technology (AT) X-Ray systems for carry-on baggage screening at airports in the U.S. The award was made under the AT-2 contract. Smiths is supplying its HI-SCAN 6040aTiX systems, which will be delivered over the next eight months.
Dutch Airport Deploying Smiths Detection’s eqo Body Scanner
Smiths Detection has installed 18 of its eqo millimeter wave body scanners at Copenhagen Airport to meet new European Union regulatory requirements for advanced passenger screening. The screening systems, which can detect threat items of any material hidden beneath clothing, will be used for additional checks at central and transit checkpoints when alarms or suspicions are raised during primary screening. The eqo system can alert to any suspicious area on the body.
CBP Ups NTT Data’s Support Contract
Customs and Border Protection (CBP) has increased by $2.5 million the value of NTT Data’s contract with the Office of Technology, Innovation and Acquisition, Systems Engineering Directorate to add in-scope services for ongoing Independent Verification and Validation activities related to the acquisition of border protection and surveillance systems. CBP says the contract modification, which brings the contract value to $8.3 million, allows for more resources to support the timely execution of multiple border security programs, including the BorderStat Re-Engineering program, the Integrated Fixed Towers operational testing and evaluation, Block 1 recapitalization, Remote Video Surveillance System (RVSS) Upgrade software code analysis and testing, and expansion of the Office of Field Operations biometric program.
DHS Awards $53M to Paragon, American Security Programs for Security Officers
The Department of Homeland Security (DHS) Federal Protective Service has awarded a potential $52.9 million indefinite delivery, indefinite quantity contract to American Security Programs and Paragon Systems for security officer services in Washington, D.C., Maryland and Virginia. The two companies will compete for task orders under the ceiling value of the contract. American Security Programs is a subsidiary of SecurAmerica.
