DNDO Issues Draft RFP for Radiation Portal Monitor Replacement
The Domestic Nuclear Detection Office (DNDO) has issued a draft Request for Proposal (RFP) for the Radiation Portal Monitor Replacement Program (RMP-RP) and plans to award up to three single award indefinite delivery, indefinite quantity contracts. DNDO is seeking non-developmental items to purchase. The planned contracts would have a five-year base ordering period and two five-year options ordering periods. The focus of the RMP RP is the selective deployment of new RPMs to enhance mission effectiveness, gain operational efficiencies, and to address emerging mission needs. Currently, plans are to acquire and deploy about 200 RPMs between FY ’18 and FY ’20 based on the results of the RPM RP Analysis of Alternatives and a follow-on study, the Customs and Border Protection RPM Fleet Recapitalization Analysis. The solicitation also says that the potential total quantity of RPMs to be acquired under all orders are 450 complete systems and 550 modification kits. The replacement systems will be targeted for installation at high-volume ports of entry, particularly those that experience higher nuisance alarm rates than typically found at other locations. DoD Issues RFI for Sustainment of Afghan Biometric Database
The Defense Department’s Program Management Office for Biometrics has issued a Request for Information (RFI) for market research of parties that can sustain the Afghanistan Automated Biometric Identification System (ABIS). The PM Biometrics plans to host a competition to procure the services. The AFGHAN ABIS was established in 2007 and supports the capture and matching of face, fingerprint, iris, palm print, and latent prints. The Program includes vetting of Afghanistan National personnel for services, and multiple Afghanistan governmental criminal and civil organizations and missions. There are currently more than 1,500 biometric capture devices deployed across the country with over 3.5 million biometric records in the ABIS system. These systems are supported by more than 50 Afghan Ministry of Interior staff and U.S. Support contractors. The planned procurement is for ABIS support to include biometrics training, systems administration of complex biometric IT systems to include subsystems and peripherals, and upgrades and sustainment of proprietary software. CBP Surveys Market for Small UAS
Customs and Border Protection (CBP) has issued a presolicitation notice to conduct a market survey for small unmanned aircraft systems (SUAS) in support of Border Patrol missions. The Border Patrol hopes to integrate SUAS technology into current and future border security operations to minimize risk and capability gaps. Draft requirements include a common handheld Ground Control Station that provides real time sensor video feed with sufficient video quality and target location, SUAS data sharing with nearby agents and applicable station/sector, autonomous flight with displayed system locations and relevant flight data, sensor payload options, the ability to accurately detect, identify and track activity (people vs. animals) at levels of 400 feet or greater above the ground.
