RFP for Cyber Command Support Services Set to be Re-issued

A Request for Proposals (RFP) for up to $460 million in support services for U.S. Cyber Command and the Cyber Mission Force and is expected to be issued in September by the General Services Administration (GSA). The pending RFP is a reissuance of an RFP that was cancelled in May for up to $475 million in support services for Cyber Command and the CMF. That RFP was originally issued by the Defense Information Systems Agency. The forthcoming five-year, multiple award, indefinite delivery, indefinite quantity contract will consolidate existing task orders used to support Cyber Command. The current contractors for these task orders are Booz Allen Hamilton [BAH], CACI International [CACI], LinQuest Corp., Exelis, which is now part of Harris Corp. [HRS], and Northrop Grumman [NOC]. Support services will be provided in a number of core disciplines, including: business administration and program management support; cyberspace operations; cyberspace planning; all-source intelligence; capability management and development; cyberspace training and exercises; information technology and communications; strategy, policy, doctrine development and campaign assessments; engagement activities; and security. TSA Issues Revised Planning Guidelines and Design Standards for CBIS

The Transportation Security Administration (TSA) has issued version 5.0 of the revised Planning Guidelines and Design Standards (PGDS) for Checked Baggage Inspection Systems (CBIS). IARPA Issues RFI for Forecasting Rare Events

The Intelligence Advanced Research Projects Activity (IARPA) has issued a Request for Information (RFI) to identify existing and emerging methods to model and forecast rare events, and approaches for assessing the performance of these methods. Domains of interest include international relations, including interstate wars, political science, including coups, epidemiology such as pandemics, economics, technological hazards such as nuclear incidents; natural hazards, and changes in scientific and technological knowledge such as breakthrough discoveries. DNDO Issues RFI for Small Vessel Standoff Rad/Nuc Detection

The Domestic Nuclear Detection Office (DNDO) has issued a Request for Information (RFI) on spectroscopic radiological and nuclear detection and identification systems in support of a government-conducted operational assessment of commercial off-the-shelf systems to be used on small vessels. The current Small Vessel Standoff Detection systems are portable and DNDO is investigating the possibility of employing an integrated COTS system on maritime law enforcement vessels operated by the Coast Guard, and Customs and Border Protection. CBP Surveys Market for Relocatable Towers for RVSS

The Federal Aviation Administration on behalf of Customs and Border Protection (CBP) is conducting a market survey for relocatable towers for the Remote Video Surveillance System (RVSS). CBP wants retractable towers that are at least 80-feet tall and can accommodate 2,000-pounds of payload weight for use in the Rio Grande Valley area of Texas. Missile Defense Agency Seeks Cyber Security Support

The Pentagon’s Missile Defense Agency has issued a pre-solicitation notice for a cyber security engineering contract requirement to support efforts to ensure the ballistic missile defense systems (BMDS) cyber security design is fully propagated to the BMDS engineering lifecycle, designs, and paths to verification. The requirement is under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. The agency says support is needed to influence changes in the BMDS engineering process in response to evolving cyber threats and trends to the mission systems based on validated intelligence reporting, and to assess the impact to its processes and mechanisms. ONR Plans Research Thrust for Stand-Off and Remote IED Detection and Neutralization

DHS Seeking Innovative Approaches to Information Sharing

The Department of Homeland Security Office of the Chief Information Officer, Information Sharing Environment Office, has issued a Request for Information seeking innovative approaches to overcome information sharing challenges through Advanced Content Management. DHS says Advanced Content Management will mature its Homeland Security Information Network sharing model, ensuring that the information sharing requirements of homeland security mission operators are matched with appropriate access rights, add new services, and create a new cross-mission space for communities to share information related to national security events, natural or man-made disasters, and on a daily basis ensure the regular exchange of information for law enforcement and intelligence functions.
