The Army, in support of U.S. Special Operations Command (SOCOM), is seeking to identify potential sources and vendors capable of supplying a maritime gunfire detection system that will be ready for engineering field tests within 12 months.

The intent is to identify a system or systems with the following capabilities: Detection of sniper fire, including bearing and range to the point of fire, and ability to alert the user through visual and/or audio display, according to the solicitation at http://www.fedbizopps.gov (W15QKN-08-X-0525).

The system must be able to be integrated on a Special Operations Craft Riverine (SOC-R) platform with minimal modifications to the platform. The technology should be mature enough for engineering field tests within 12 months, according to the notice.

The system should be capable of easily accepting future enhancements. It should be noted that as new innovations become available, the government’s intention is to add capabilities by modification, in lieu of procuring completely new systems.

All performance characteristics are required unless stated otherwise: Detection in a wide variety of environments, coastal shorelines, congested harbors, inland waterways; operation in all weather conditions in which the platform is operated; exterior material of system must be corrosion and water resistant; operational range-minimum 300 meters; provide “on-the-move” capability/continuous updates of shooter location; bearing error to threat position less than +/- 5 degrees of actual bearing desired; system operation at platform speeds up to 40 knots without performance degradation; no more than three feet in length; and less than 30 pounds.

Companies that can meet or exceed the above requirements will provide a 10-page white paper describing the concept, capabilities, and limitations.
