The Army Aviation and Missile Command (AMCOM) last month announced an open season to restructure existing teams for all domains under the Expedited Professional and Engineering Support Services (EXPRESS) program.

EXPRESS is a Blanket Purchase Agreement (BPA) program based upon the use of GSA Federal Supply Schedules for acquiring advisory and assistance services, to include all supervision, labor, incidental materials, and travel. The services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support.

The notice was posted in the Dec. 13 issue of FBODaily.

The complete scope of work for each domain is found on the EXPRESS website. A list of the current EXPRESS Prime Contractors/Team Leaders may be found on the EXPRESS website located at http://redstoneappsrv1.redstone.army.mil/acweb/acwebdba.acweb_home_child?p _link_id=83. The website also contains a link to each BPA team’s website for additional information.

Competitively awarded BPAs have been established in each of the EXPRESS domains: three in Business & Analytical, three in Logistics, four in Programmatic, and six in Technical.

The BPAs were created with a provision for an annual open season in which the government may add additional BPA teams or allow existing prime contractors/team leaders the opportunity to restructure existing teams.

This open season will allow the existing EXPRESS prime contractors/team leaders to restructure existing teams by adding new team members and subcontractors, deleting current team members and subcontractors, changing current subcontractors to team members, changing current team members to subcontractors, and/or revising teaming arrangement(s) to respond to future EXPRESS task order requirements.

Those interested in participating as a team member are encouraged to pursue appropriate arrangements with the current EXPRESS prime contractor/team leaders. To restructure teaming relationships on existing BPAs, prime contractors/team leaders are required to submit one electronic copy and one CD-ROM. The format for the Team Matrix will be provided via email. Responses from the current prime/team leaders to this open season announcement are due Jan. 15.
